Building for the Future
With an eye to the future, staff at Washington County Library are continually assessing and re-imagining the building facilities across our seven branches. In 2020, the county completed major projects at Wildwood Library in Mahtomedi and Valley Library in Lakeland.

Washington County and the City of Woodbury have signed a new cooperative agreement for the management of Central Park, home to R.H. Stafford Library. This agreement allows the City of Woodbury to move ahead with a significant renovation to the facility.

Park Grove Library was built at its current location on Hemingway Avenue in Cottage Grove in 1984. Over the past several years, Washington County has worked with multiple departments, local community members, and cities to plan for the future of the library.
After a series of community engagement meetings in 2018, the project was postponed allowing more time for discussion among project partners about the exact location of the library.
At this time, Washington County is continuing to plan for a major renovation at the library.
In December 2022, the Washington County Board of Commissioners approved an updated Capital Improvement Plan that includes “scoping for a major renovation of the Park Grove Library at its current location."
In December 2021, the Washington County Board of Commissioners approved a Capital Improvement Plan that includes updates to Oakdale Library from 2022-2026. Plans for these improvements include:
- 2023: Complete interior painting at Oakdale Library.
- 2024: Complete parking lot maintenance and repair work.
- 2025: Complete roof work, replace the library’s automation system.
County staff expect that the planned repairs will reduce operations and maintenance costs at the library by improving energy efficiency and reducing maintenance service calls.
